Climate and territories

A number of territories are visibly affected by the impacts of climate change and suffer from a deterioration of their environment. These territories need to make the transition towards lower-carbon economies that are more resilient to climate change, which requires mainstreaming climate objectives into planning processes.

Expertise France, in the context of the Sustainable Development Goals, Paris Climate Agreement and New Urban Agenda adopted during the Habitat III Conference, assists partner countries and urban rural territories, mainly in Sub-Saharan Africa and the Mediterranean region, in:

  • Defining development policies, both at national and decentralised level, integrating climate change adaptation and mitigation actions, and promoting the creation of appropriate management and supervision tools for these actions;
     
  • Strategic territorial planning processes and strengthening the institutional framework of local authorities in order to meet the needs of populations and help build the resilience of territories to environmental challenges;
     
  • Strengthening the governance of central and local administrations in charge of territorial development in order to promote the inclusion of all actors (administrations, private sector, civil society) in territorial construction and management processes.

Africa4Climate: Mainstreaming climate change into national and decentralised development strategies

Since 2012, Expertise France has been assisting four Sub-Saharan African countries – Benin, Gabon, Kenya and Uganda – in the design and implementation of their low-carbon, climate-resilient development strategies. A number of thematic areas are covered and range from enhanced water resources management in Uganda to the creation of Community Conserved Areas as climate change adaptation tools in Kenya.
