The definition and implementation of strategies for agricultural development and natural resources management are key challenges for this century, with major economic, social and environmental issues. Expertise France provides support in these fields to various development actors: governments, local authorities, civil society organisations, research institutes and the private sector.

The agency achieves this by providing various forms of methodological and technical support: conducting sectoral studies and market studies, preparing and conducting training programmes, institutional support for the development of sectoral policies and programmes, and coordination and networking activities for actors.

For example, Expertise France contributes to the development of more productive and more resource-efficient agricultural and aquaculture sectors, which help strengthen job and wealth creating rural dynamics.

Expertise France also assists countries in the management of their natural resources, from biodiversity to forests and water. In the water sector, it more specifically assists water institutions (coordination centres, basin authorities, water agencies) in the definition and implementation of water resources policies.

Supporting the development of the agricultural private sector in Lebanon

The Delegation of the European Union to Lebanon has entrusted Expertise France with the implementation of a project to support the private sector. This project aims to support microenterprises and small and medium-sized enterprises in the fruit sector in the Bekaa Valley and the timber processing sector in Tripoli.

Lebanon has a dynamic private sector that supports its economy. It is currently affected by an unstable regional context and major migration crisis. Private sector development is an integral part of the European Union’s development assistance strategy due to the impact it has on job creation, income generation and innovation. The project aims to support value chains in the fruit and timber processing sectors, in particular via support for local productive systems which promote synergies between actors in the same sector.

EUROCLIMA+ : Protecting forests, biodiversity and ecosystems in Latin America

The EUROCLIMA+ programme aims to build the capacities of actors in the fight against climate change in Latin America and identify innovative projects to achieve the objectives of the contributions to the 2015 Paris Climate Agreement (COP21). A further objective is to promote triangular cooperation with Europe and between Latin American countries.

Expertise France has been selected to manage the development and implementation of the “Forests, biodiversity and ecosystems” component of this programme.

In Africa, prevent and manage food crises

Expertise France assists governments in the definition and implementation of food crisis prevention and management systems, as well as in the design of vocational training programmes in the agriculture, livestock and fisheries sectors.

For example, it has provided support to the National Mechanism for the Prevention and Management of Food Crises (DNPGCA) in Niger, in the context of institutional and operational reflection, and to the coordination of food and nutritional security activities.
