Education and socio-professional integration

Education and socio-professional integration are central sustainable development issues and contribute to achieving all the Sustainable Development Goals. The transformative power of education, as set out in the Incheon Declaration and Education 2030 Framework for Action, provides self-fulfilment, promotes stability and security, as well as opportunities for full employment and access to decent work in order to fight poverty.

Expertise France works to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all (SDG 4). Issues concerning the education-training continuum and the vocational integration of young people are central to the agency’s activities.

In terms of education, the agency supports capacity building for the public authorities responsible for primary and secondary education and assists institutional strengthening for the management and evaluation of the education sector. The agency supports in-service teacher training and also assists contracting authorities in the cross-cutting missions of procurement and human resources management.

In the field of higher education, Expertise France works to strengthen the professionalisation of training and promote links between universities and companies in order to improve the match between training and employment.

Expertise France works to improve the integration of young people into the labour market (training of worker levels and specialised technicians in particular) by assisting in the definition and implementation of initial and further training policies tailored to the needs of partner countries. The agency supports the development of training centres in partnership with the private sector, technical training and teacher training for trainers, as well as the development of training curricula for various branches.

Developing innovative projects to meet these priorities

In DRC, Expertise France, in partnership with CIEP, is supporting the contracting authority for the implementation of the APEP 2 project – “Primary Education Support Project”. Expertise France builds capacities by implementing tools that facilitate the regular payment of teachers, procurement processes for classroom construction and reconstruction in 3 provinces, as well as in-service training for 15,000 teachers.

In Tunisia, Expertise France has implemented an AFD-funded Project to Support the Centre of Excellence for Aeronautical Industry Activities (CEMIA), in partnership with CIEP and AFPA. The project has developed trainers’ technical and teaching skills in teaching training programs tailored to the needs of companies in the sector, and assisted the centre’s managerial staff.

Expertise France has also implemented the regional “Higher Vocational skills” project for fifteen countries in North, West and Central Africa. The project has enhanced university-business partnerships, improved the quality of higher vocational training for the Baccalaureat + 2/+3 level, and created a platform for dialogue and knowledge production for the development of vocational training.
