In the field of energy and transport, Expertise France assists institutional actors in the definition of public policies and the development of sustainable infrastructure. In addition, Expertise France promotes the emergence of the private sector, with the aim of achieving sustainable competitive growth and of implementing sustainable services accessible to local populations.

In the energy sector, Expertise France helps public actors strengthen the institutional framework for energy and supports the private sector. The aim is to promote access to sustainable energy for all.

The agency assists national administrations and companies in their processes to reform the energy sector. This includes the integration of renewable energies into their energy mix, support for the definition of energy policies, and the implementation of decision-making tools to improve investment planning for energy efficiency and renewable energies. It also identifies and supports the development and financing of public and/or private green investment projects.

SUNREF: promoting green investments to support West Africa’s energy transition

Since October 2014, Expertise France has been implementing the SUNREF West Africa programme developed by AFD and cofinanced by the European Union and French Facility for Global Environment (FFEM).

This technical and financial initiative aims to promote and support green investments in 8 West African countries (Benin, Burkina Faso, Côte d’Ivoire, Guinea Bissau, Mali, Niger, Senegal, Togo). In this region which is highly dependent on fossil fuels, SUNREF promotes the creation of a sustainable energy market by providing technical assistance to private project initiators and facilitating access to financing.

Supporting African countries under the “Sustainable Energy for All” (SE4All) initiative

This project has a 2030 target of ensuring universal access to modern energy services, doubling the energy efficiency improvement rate, and doubling the share of renewable energies in the global energy mix. Expertise France provides technical assistance to the African countries which have pledged to achieve the SE4All targets by supporting the implementation of sectoral reforms and sustainable investments in the energy sector.

In the transport sector, Expertise France assists transport authorities in the development of their sectoral policies and strategies, and in planning, regulating and strengthening organizational frameworks. More specifically, Expertise France’s strategy for action focuses on service management and urban mobility, which are among the main current and future urban challenges.

Developing and modernising the transport sector in Europe and Africa

Since 2016, Expertise France has been contributing to the study on financing the Belgrade metro in Serbia. The support firstly aims to analyse the conditions for the financial viability of the Belgrade metro project based on various financial arrangements, including concession and partnership agreement schemes and, secondly, to propose an optimal financing scenario for this project.

Since 2014, Expertise France has been providing support to the Côte d'Ivoire Ministry of Economic Infrastructure for the technical supervision of AFD-funded works on roads and infrastructure rehabilitation.
