Migration and mobility are a major human, social and economic development issue for departure, transit and destination countries. In this respect, the Sustainable Development Goals adopted by the United Nations for 2015-2030 call for the promotion of informed governance and management mechanisms to address migration challenges, aiming to "facilitate orderly, safe, regular and responsible migration and mobility of people, including through the implementation of planned and well-managed migration policies”.

The routes of these migrations are constantly changing, depending on the regional and international context. The emigration countries of yesterday become the immigration and/or transit countries today and will need to address new governance challenges. The challenges for the governance of migration are huge, particularly for national and local authorities.

In this regard, Expertise France promotes an inter-sectoral and  human rights-based approach to migration management and governance by supporting all stakeholders engaged in relevant fields.

Expertise France works with national and local institutions, civil society and migrants, by providing support for the development and implementation of appropriate migration and asylum policies, assisting in the dialogue between actors in mobility, and strengthening the protection and defence of migrants’ rights.

Recognised expertise: an inter-sectoral, multi-stakeholder and multi-level approach

Expertise France's intervention in migration seeks to maximize and upscale the positive effects of human mobility on development.

The agency relies on:
 • A pool of rapidly available experts: French and international public or private expert missions, both short and long-term
 • In-depth diagnostics: needs analysis (studies, research, consultative processes) for the design of migration governance programs
 • High-quality technical assistance: project engineering and management, institutional support, real-time evaluation
 • Systematic capitalisation to learn lessons and facilitate innovation.

The agency operates in developing countries and in crisis and post-crisis situations. It contributes to discussions on migration issues within international and regional consultation frameworks.

Expertise France mobilises European and Southern public expertise through its extensive institutional network. The agency plays a federating role by bringing together a wide range of stakeholders, including other French development agencies and operators, European cooperation agencies, international organizations, NGOs, etc., and thus have a growing pool of multidisciplinary expertise to implement large-scale projects.

Expertise France’s Migrations Unit is made of a team experienced in different thematic areas of intervention, as well as in the management of bilateral and multilateral funds.

Promoting the mobility of skills and people


In the context of Mobility Partnerships between the EU and Morocco, on the one hand, and the EU and Tunisia on the other hand, the SHARAKA and LEMMA projects provide the Moroccan and Tunisian governments with European expertise in labour migration, the mobilisation of the diaspora, and the reintegration of people returning to the country.

Addressing mixed migration flows in East Africa


The project to address mixed migration flows in East Africa (AMMi), as well as the Better Migration Management (BMM) project, are part of the Khartoum process, which aims to promote regional cooperation in the field of migration.

The aim is to promote regional cooperation in East Africa in order to protect vulnerable migrants and facilitate the fight against human trafficking and smuggling. The project is being implemented by Expertise France, in partnership with the French Ministry of the Interior, Italian Carabinieri, International Organization for Migration (IOM), Danish Refugee Council (DRC) and Regional Mixed Migration Secretariat (RMMS).

Promoting innovative entrepreneurship in Africa


In order to create a synergy between the issues of economic development, innovation and mobility in Africa, the MEETAfrica project aims to assist 80 African entrepreneurs who have graduated in France or Germany in the creation, in their countries of origin (Algeria, Cameroon, Mali, Morocco, Senegal, Tunisia), of a technology-driven company or a company offering innovative solutions in the agricultural, industrial or service sectors.

The project is being implemented by Expertise France, Campus France, and the Research Institute for Development (IRD) for France, and by GIZ for Germany.
